(Rajinder Kumar) CHANDIGARH, December 24,2025: Setting a clear benchmark for people-first governance, Chief Minister Bhagwant Singh Mann on Tuesday urged officers of the All India and Central Services to ensure that every administrative decision translates into tangible relief and benefit for common people. Interacting with 32 IPS, IRS and other officers undergoing training for Special Foundation Course (SFC) at the Mahatma Gandhi State Institute of Public Administration (MGSIPA), the Chief Minister emphasized that authority carries responsibility, and governance must be judged by its impact on citizens’ lives.
He also congratulated MGSIPA for earning a place among the top five state administrative training institutes in the country to host such a programme, a recognition that reflects Punjab’s growing emphasis on professional, accountable administration. The trainee officers appreciated several path-breaking initiatives of the Punjab Government, noting their visible outcomes on the ground.
Interacting with the officers, CM Bhagwant Singh Mann said that it is heartening to learn that the MGSIPA, in collaboration with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, is conducting a 10-week Special Foundation Course (SFC) for officers of the 2021 batch. “This group includes officers from the Indian Police Service (IPS), Indian Forest Service (IFS), Indian Revenue Service (both Income Tax and Customs), Indian Postal Service, Indian Information Service, Indian Civil Accounts Service, Indian P&T Finance Service, Indian Trade Service, and Indian Corporate Law Service,” he noted.
The Chief Minister said that this is the first time that the MGSIPA is conducting a Special Foundation Course on behalf of LBSNAA, Mussoorie. “Normally, such courses are conducted by national academies like the National Police Academy and the National Academy of Direct Taxes. Considering the excellent infrastructure and faculty of MGSIPA, LBSNAA has selected it, making it one of the top five State Administrative Training Institutes (State ATIs) in the country to host such a program,” he highlighted.
He said that the schedule of the SFC is very comprehensive, including lectures on various subjects, field visits, and other interactive sessions.
The Chief Minister, while welcoming the officers, said that he was happy that the officer trainees are in Chandigarh, a city known for its blend of diverse cultures and especially for its strong Punjabi essence. He expressed hope that the trainees will immensely enjoy their stay in the beautiful city along with the warm hospitality of Punjab.
CM Bhagwant Singh Mann apprised the officers that Punjab has a rich history, culture, and traditions and the trainees should take full advantage of this opportunity to learn from this sacred and blessed land.
The Chief Minister exuded confidence that MGSIPA and its faculty will also gain tremendously from interacting with these officer trainees, who come from various states, cadres/services, and diverse backgrounds. “I am delighted that Chandigarh, being the main hub of this region, is home to several distinguished personalities in public service, many of whom may have interacted with these officers. These are officers who have dedicated decades to public service and have made significant contributions in their fields,” he noted.
CM Bhagwant Singh Mann informed the visiting officers that ever since assuming the charge of office in 2022, his government has made strenuous efforts for the development of the state. “Punjab has made remarkable progress in education through an ‘Education Revolution’ as the state government is focusing on the coming generations by making dedicated efforts to enhance the capabilities and training of our existing employees so they can serve the people of Punjab more effectively. The Punjab government has made this a continuous process and it is a regular feature to upscale the expertise of teachers,” he pointed out.
The Chief Minister said that in the past three and a half years, MGSIPA has conducted nearly 1,500 training programs, training over 50,000 employees in various aspects of administration and governance. “To strengthen training and research collaboration, faculty development, and knowledge exchange, MGSIPA has signed 33 Memoranda of Understanding (MoUs) with various national and international institutions/organizations,” he added.
CM Bhagwant Singh Mann informed that based on its excellent performance, the Capacity Building Commission (CBC) of the Government of India has accredited MGSIPA with a 3-star (very good) rating, the highest among all state training institutes in the country.
The Chief Minister said that Punjab is a land of saints, seers, prophets and great martyrs adding that Punjabis are sons of soil, who have learned a lot from teachings of great Gurus and sacrifices of our patriots. “The residents of the state have always opposed tyranny, injustice and oppression to uphold the ethos of democracy. Punjabis have made enormous contributions in the freedom struggle, safeguarding the borders, making the country self-reliant in food production, upholding its unity, integrity, sovereignty and communal harmony. Punjab had borne the brunt of the partition, Indo-Pak wars and others but have still excelled in every field,” he asserted.
CM Bhagwant Singh Mann said that Punjabis are global citizens who have proved their mettle across the globe with their hard work and dedication. “Punjabis have been blessed with an indomitable spirit of commitment and resilience due to which they carve out space for themselves.” He asked the officers to use their pen wisely and judiciously for the welfare of the masses in the coming times so that people are benefited from it.
Meanwhile, during their interaction with CM Bhagwant Singh Mann the officers lauded the Punjab government for excellent town planning and road infrastructure. They also hailed the Punjab government for exemplary reforms in the education and health sector thereby immensely benefiting the common man. They also said that the progress of the state in the new and emerging sectors like Food processing was really remarkable adding that the comprehensive development of villages is a role model for the country.
