Deputy Speaker Rouri Represents Punjab at CPA India Region Zone II Annual Conference

(Rajinder Kumar) Hoshiarpur, 1 July 2025: Punjab Vidhan Sabha Deputy Speaker Jai Krishna Singh Rouri represented Punjab during the annual conference of the Commonwealth Parliamentary Association (CPA) India Region Zone II, held from June 30 to July 1 at the Himachal Vidhan Sabha, Tapovan, Dharamshala.

The conference witnessed the participation of Deputy Speakers, Speakers & Members of Legislative Assemblies, focusing on strengthening democratic practices and legislative procedures in the region.

Deputy Speaker Rouri actively participated in the deliberations, speaking on key topics including disqualification on the grounds of defection, the use of Artificial Intelligence in Vidhan Sabha functioning, and the role of legislators in managing state resources vis-à-vis the development of the state. He emphasized that legislators have a critical role in shaping policies that ensure effective utilization of financial, natural, and human resources, aligning them with the state’s development priorities.

Highlighting the significance of technology in democratic institutions, Deputy Speaker Rouri shared insights on the adoption of AI tools to enhance transparency, efficiency, and citizen participation in legislative processes. He stated that the use of AI can revolutionize procedural management, data analysis, and accessibility of legislative business to the public.

Speaking on disqualification on the grounds of defection, he underlined the need to uphold the sanctity of the anti-defection law to protect the stability and integrity of the democratic system.

Deputy Speaker Rouri expressed gratitude to the CPA India Region Zone II for providing a platform for meaningful discussions and sharing best practices among legislatures of the region, contributing to the strengthening of parliamentary democracy in the country.
